The Roman Legion was incorporated in the State if Georgia in 1991. Members of the Georgia 8th Regiment Band and the Cherokee Artillery/18th Indiana Light Artillery came together to form the Legion as an umbrella organization to draw groups interested in Civil War history and preservation efforts together.

From 1991 until 1996 the Legion along with the Georgia Division Reenactor's Association planned and hosted "The Seige of Rome." At that time the event was the largest annual War Between the States reenactment in Georgia.

In 1996 the Legion, lead by the efforts of Major Gilbert Smith, was instrumental in having Fort Norton (Jackson Hill) placed on the National Historic Register. Fort Norton was a major defensive fortification which protected the city during the Atlanta Campaign in 1864.
